A Brief on RTI-Act, 2005
The Right to Information Act 2005 (Act No. 22/2005) is a law enacted by the Parliament of India, giving citizens of India access to records of Central Govt. and State Govts. The Act applies to all States and Union Territories of India, except the State of Jammu and Kashmir - which is covered under a State-level law. Under the provisions of the Act, any citizen (including the citizens within J&K) may request information from a "public authority" (a body of Govt. or "instrumentality of State") which is required to reply expeditiously or within thirty days. The Act also requires every public authority to computerise their records for wide dissemination and to proactively publish certain categories of information so that the citizens need minimum recourse to request for information formally.
This law was passed by Parliament on 15 June 2005 and came fully into force on 13th October 2005. Information disclosure in India was hitherto restricted by the Official Secrets Act, 1923 and various other special laws, which the new RTI Act now relaxes.

Payment details for seeking Information under RTI Act
The relevant provisions of the Act towards charging fee are as under:
- A request for obtaining information under Sub-section (1) of Section 6 shall be accompanied by an application fee of Rs.10.00 by way of cash against proper receipt or by demand draft or Indian Postal Order (IPO) in the name of "The Director, NIPER Hyderabad" payable at Hyderabad, Telangana State.
- For providing the information under Sub-section (1) of Section 7, the fee shall be charged by way of cash against proper receipt or by Demand draft or Indian Postal Order (IPO) payable to "The Director, NIPER Hyderabad” at following rates:
a) Rs.2.00 for each page (in A4/A3 size paper) created or copied.
b) Actual charge or cost price of a copy in larger size paper.
c) Actual cost or price for samples or models; and
d) For inspection of records, no fee for first hour; and a fee of Rupees 5.00 for each fifteen minutes (or fraction thereof) thereafter
- For providing the information under Sub-section (5) of Section 7, the fee shall be charged by way of cash against proper receipt or by Demand draft payable to the "The Director, NIPER Hyderabad" at following rates:
a) information provided on CD Rs.50.00 per CD; and
b) For information provided in printed from at the price fixed for such publication or Rs.2.00 per page of photocopy for extracts from the publications.

RULES, REGULATIONS, INSTRUCTIONS, MANUALS AND RECORDS FOR DISCHARGING FUNCTIONS
The Govt. of India set up National Institute of Pharmaceutical Education & Research (NIPER), SAS Nagar, Mohali, under NIPER Act, 1998 with a mandate to nurture and promote quality and excellence in pharmaceutical education and research in the country to make India a global pharma leader in Drug Discovery and Innovation.
The NIPER Act, 1998 was subsequently amended by the NIPER (Amendment) Act, 2007, which inter alia, empowered the Central Govt. to establish similar Institutes in different parts of the country. In terms of the amended NIPER Act, 2007, the Central Govt. established new NIPERs at Hyderabad, Ahmedabad, Kolkata, Guwahati, PRaebareli and Hajipur.
Fountain-head of Powers :
All the NIPERs of the country draw its sustenance functional independence from the National Institute of Pharmaceutical Education and Research Act, 1998 (No.13 of 1998). The activities of NIPERs are further guided by the Statutes, Ordinances and similar other communications by the Govt. of India.
Stores & Purchase Procedure :
NIPER, Hyderabad adopted the Purchase Rules of Goods & Services, 2008 and Purchase Manual of Best Practices, 2008.
Transfer of Technology :
NIPER, Hyderabad follows the Procedure for Transfer of Technology and Knowledge-Base.
NIPER, Hyderabad has been availing the technical services, such as General Engineering, Civil Engineering, Chemical Engineering and similar other technical services.

Steering Committee :
The Department of Pharmaceuticals, Ministry of Chemicals & Fertilizers, Govt. of India constitutes the various high level Committees for all the NIPERs in India. The Steering Committee till the Board of Governors for each NIPER is formed under the Chairmanship of the Secretary, Department of Pharmaceuticals.
- Academic Standards Committee
The Academic Standards Committee has been constituted under the Chairmanship of Prof. Seyed E. Hasnain, Professor of Biological Sciences, IIT, Delhi and Former Vice-Chancellor, University of Hyderabad, to bring about uniformity in the functioning of all the NIPERs to make these Institutes into international hubs of pharma education and research with various terms of reference.
